Baden-Württemberg is a modern, cultural state that combines historical awareness and innovation in a variety of ways. Based on the state constitution, cultural life is promoted according to the guidelines: liberality, plurality, subsidiarity, and decentral organization. Cultural politics face numerous challenges with regard to changing social composition in terms of age and cultural diversity, rapid technological development in a global information society, and the shift in use of cultural offerings. We hope to gain inputs for future focuses in cultural politics from discussions involving actors in the cultural scene, cultural studies experts, and representatives from cultural politics from the federal state and municipalities.
In the framework of the first congress "Haupt Sache Kunst" on 2 November 2005 at ZKM in Karlsruhe, the suggestion was made to appoint a federal state art advisory committee to offer counsel for policy making. On 21 March 2006, a federal state art advisory committee was established for the period of three years. As an external advisory board, the committee is meant to provide the federal state government with recommendations as impulses for art and culture policies.
The federal state art advisory committee has currently delivered suggestions pertaining to the management of private art sponsoring, participation of immigrants in cultural life, the music and theater festival scenes, awarding of national prizes by the federal state, art and culture foundations in Baden-Württemberg, cultural and aesthetic education in connection with schools and full-time schools, public financing of culture, and museum and collection policies.
In four expert forums in the areas of the performing arts, museums, music and literature, archives and libraries, discussed in addition to genre-specific focuses will be overall themes, such as cultural education, intercultural culture work, collaborations and networks, and goals and qualities standards.
